The Madisonville City Council met in a regular council meeting on May 14, 2018 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.
Meeting called to order with the following members present:

I. Mayor Bill Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Mayor Pro Tem Russell Bailey
III. Councilmember Jerry Harper led the Pledge of Allegiance to the American Flag and the Texas Flag with Mayor Bill Parten and City
Council, staff members and visitors
IV. VISITORS FORUM (3 MINUTES) no one

V. CONSENT AGENDA
All consent agenda items are considered to be routine by the City Council and will be enacted by a motion. There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

(a.) Approval of the minutes as written for April 9, 2018
Mayor Pro Tem Russell Bailey moved to approve the minutes as written. Seconded by Council member Dale Kovacs with each Council member voting AYE motion carried
(b.) Approval of Accounts Payable as written for the previous month
Council member Jerry Harper moved to approve the Accounts Payable as written. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried

(c.) Review and possible approval of the Audit for 2016-2017
Diane Solick from Davis, Heinemann & Company, PC briefly explained the Audit to the City Council.
Council member Dale Kovacs moved to approve the Audit for 2016-2017. Seconded by Council member Jerry Harper with each
Council member voting AYE motion carried.
(d.) Discuss and possible approval for waste water treatment plant repairs
Camilla Viator mentioned to the City Council that in March we had lots of rain and it messed up a clarifier to drop at the treatment plant. To repair it will cost around 150,000. Camilla Viator mentioned to the Council that she needs their Permission to move forward with these repairs at the treatment plant
Mayor Pro Tem Russell Bailey made the motion, Seconded by Council member Dale Kovacs with each Council member voting AYE motion carried.
(e.) Discussion on water well #6 update
Kevin Story, Director of Public works mentioned to the Council that the drilling of a new well was done and the casings, liners and screens all have been placed. Kevin story said “now comes one of the tough issues”; we have to run that well for 36 hours straight at 3,000 gallons per minute, “That’s a lot of water we have to move Kevin Story said” Kevin Story also said the plan currently is to move the flowing water through ditches and eventually to a nearby creek that runs under FM 978, hopefully to ensure residents in the area were not flooded out. Kevin mentioned to the Council that the testing will start sometime next week. “We want to see how the aquifer reacts,” Kevin said. Dave Ward resident of the City asked if there could be an arrangement with some of the area oil drilling companies, which use pipeline and other measures as part of their hydraulic fracking operations. Kevin acknowledged that could be an option. And will look into it following by a request from the City Council
(f.) Discussion on Budget Workshops dates
Council set two dates for budget workshops July 16, 2018 and July 23 2018
(g.) Discussion on department reports
Discussion was made about departmental report, Council directed the City Manager and the City Secretary to work out a plan

    Chief mentioned to the Council that he is three officers short. That’s one reason his numbers are short
  3. Code Enforcement Report
    Mayor Pro Tem stated that he like the report that was submitted he said it was very informative
  4. Fire Department Report
  5. Public Works Department Report
  6. Convention and Tourism Report
  7. City Manager Report and Investment Report and Strategic Planning
  8. Tax Collection Report for the City of Madisonville
    City Council went over the other departments briefly

    VII. Adjournment:
    Council member Jerry Harper moved to adjourn the meeting at 6:29 p.m. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried
