The Madisonville City Council met in a regular council meeting on June 11, 2018 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.
Meeting called to order with the following members present:
William (Bill) Parten-Mayor

I. Mayor Bill Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Pastor Ed Collins
III. Mayor Pro Tem Russell Bailey led the Pledge of Allegiance to the American Flag and the Texas Flag with Mayor Bill Parten and City
Council, staff members and visitors
IV. VISITORS FORUM (3 MINUTES) Pastor Collins informed the City Council about the Prayer Vigil will take place August 9, 2018 at 6:00 p.m. at the Truman Kimbro Center. This is a Community Prayer

V. CONSENT AGENDA
All consent agenda items are considered to be routine by the City Council and will be enacted by a motion. There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

(a.) Approval of the minutes as written for June 11, 2018
Council member Jerry Harper moved to approve the minutes with only one correction on the motion where Council member Lois brown didn’t make the motion due that she was absent Who made the motion was Council member Dale Kovacs with this correction Council member Dale Kovacs seconded that motion and each Council member voted AYE motion carried

(b.) Approval of Accounts Payable as written for the previous month
Mayor Pro Tem Russell Bailey moved to approve the Accounts Payable as written. Seconded by Council member Lois Brown with each Council member voting AYE motion carried
(c.) Discuss and possible approval on an Ordinance 807 of the City of Madisonville Texas, declining to approve the change in rates requested in Entergy Texas, Inc.’s Statement of Intent filed with the City June 11 2018 and finding and determining that the meeting at which this ordinance was considered was open to the Public and in accordance with Texas Law.
Stan Foley spoke briefly to the Council about declining the change in rates requested by Entergy Texas, Inc.
Council member Lois Brown made the motion to approve on an Ordinance 807 of the City of Madisonville Texas, declining to
approve the change in rates requested in Entergy Texas, Inc. Statement of Intent filed with the City. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried
(d.) Discuss and possible approval on bid tabulation for the City of Madisonville on Lift Station #8 for the total contract amount of $325,100.00
Mayor Pro Tem Russell Bailey moved to approve the awarded bid for Lift Station #8 for the total contract amount of $325,100.00, Seconded by Council member Jerry Harper with each Council member voting AYE motion Carried
(e.) Discuss and possible approval on an Ordinance 808 of the City of Madisonville Texas, waste tire collectors and generators
City Inspector Don Grooms spoke to the City Council about this Ordinance. He mentioned that this Ordinances was recommended by The Planning & Zoning Commission in response to the lack of any regulations regarding tire Storage. Grooms said that in regarding to the Texas Commission on Environmental Quality rules, those tires must be 40 feet off the fence to allow for emergency vehicles to get around and no more than 500 tires are allowed on the ground. Grooms also mentioned that this ordinance is in line with all
TCEQ regulations. Tires must be disposed of property and must be monitored at least every two weeks to prevent health hazard such as fires, insects, mosquitos and snakes. A manifest will be required when tires are sent for disposal. Mayor Parten also suggested that all city codes be reviewed, as many were passed years ago and could possibly be in need of improvement. Grooms said all ordinances will be review and will be coming before council in the next months.” Don Grooms also mentioned that “one of the changes
we plan for next month through the P&Z is adding a garage sale ordinance.”
Motion was made by Council member Dale Kovacs to approve Ordinance. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried.

(f.) Discuss and possible approval for second payment to Weisinger Inc, in the amount of $345,534.00
Council member Jerry Harper approve the second payment to Weisinger Inc, in the amount of $345,534.00. Seconded council member Chris McGilbra with each Council member voting AYE motion carried
(g.) Discussion on Code Enforcement
Mayor Parten, stated that he just wants to make sure we are enforcing our Codes it was a discussion only.
