The Madisonville City Council met in a Special called meeting on September 6, 2018 at 5:30 P.M. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 5:30 p.m.
Meeting called to order with the following members present:
William (Bill) Parten-Mayor
Russell Bailey-Mayor Pro tem
Chris McGilbra-Council Member
Jerry Harper-Council Member
Lois Brown-Council Member
Dale Kovacs-Council Member
Camilla Viator- City Manager
Krystal Carroll- Finance Director
Rosa Barrera- City Secretary

I. Mayor William (Bill) Parten called the meeting to order at 5:30 p.m.
II. Invocation was given by Council member Chris McGilbra
III. Mayor Pro Tem Russell Bailey led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council and staff members.
IV. Visitors Forum-none
V. CONSENT AGENDA
(a.) Public Hearing, Consider the proposed budget for 2018-2019 Mayor opens the public hearing. No one present to speak. Mayor closed the public hearing.
(b.) Discuss and approve on Ordinance 811 adopting the budget for FY 2018- 2019
Council member Jerry Harper moved to approve Ordinance 811 adopting the budget for FY 2018-2019. Seconded by Council member Chris McGilbra with each Council member voting AYE motion carried
(c.) Review and approve an Ordinance 812 setting the tax rate of FY 2018- 2019
Mayor Pro Tem Russell Bailey move that the Property tax rate be increased by the adoption of a tax rate of 0.6189 which is effectively a 13.19 percent increase in the tax rate. Seconded by Council member Dale Kovacs with each Council member voting AYE motion carried
(d.) Consider and adopt Memorandum of Agreement between the City of Madisonville and The Madisonville Housing Authority
City Manager explains the memorandum of agreement between the Housing Authority and the City of Madisonville is for a housing grant. Council member Lois Brown moved to adopt the memorandum agreement between the City of Madisonville and the Housing Authority. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried
(e.) Discussion and possible approval of 2018-2019 Airport Ramp Grant
Mayor Pro Tem Russell Bailey moved to approve 2018-2019 Airport Ramp Grant. Seconded by Council member Lois Brown with each Council member voting AYE motion carried
