The Madisonville City Council met in a regular council meeting on November 13, 2018 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.
Meeting called to order with the following members present:

I. Mayor Bill Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Council member Chris McGilbra
III. Mayor Pro Tem Russell Bailey led the Pledge of Allegiance to the American Flag and the Texas Flag with Mayor Bill Parten and City
Council, staff members and visitors
IV. VISITORS FORUM (3 MINUTES) Rae Kubiak invited the Council and the public present for Mr. Alfred Birdwell’s 100th Birthday celebration, a World War II Army Veteran and current resident of Madisonville Assisted Living he plans to walk a mile at Lake Madison Park to raise money for Veteran Organization on November 17 2018
V. CONSENT AGENDA
All consent agenda items are considered to be routine by the City Council and will be enacted by a motion. There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.
(A.) Approval of the minutes as written for October 9, 2018
Mayor Pro Tem Russell Bailey moved to approve the minutes as written. Seconded by Council member Jerry Harper with each Council member voted AYE motion carried
(B.) Approval of Accounts Payable as written for the previous month
Mayor Pro Tem Russell Bailey moved to approve the Accounts Payable as written. Seconded by Council member Chris McGilbra with each Council member voting AYE motion carried
(C.) Discuss and possible approval of Resolution #100-2018 authorizing submission of the 2019-2020 Texas Community Development Program Application
A representative from GrantWorks and a representative from Schaumburg & Polk briefly spoke to the Council about the sewer line project.
Council member Jerry Harper moved to approve resolution #100-2018 authorizing submission of the 2019-2020 Texas Community Development Program Application. Seconded by Council member Chris McGilbra with all Council members voting AYE motion
carried.
(D.) Discuss and possible approval of a contract for the collection of delinquent accounts receivable between the City of Madisonville and Veselka, Bragg and Allen, LLC
Council member Jerry Harper moved to approve a contract for the collection of delinquent accounts receivable between the City of Madisonville and Veselka, Braggs and Allen, LLC Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried
(E.) Discuss and possible approval of the redesigned City flag
Council member Chris McGilbra mentioned that the mustangs have different logo now. Council member McGilbra will send the current logo to the City Manager. Council member Dale Kovacs moved to approve the redesigned City Flag with the changed logo. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE
(F.) Discuss and possible approval of a Memorandum of understanding between Madison County and the City of Madisonville will enter into an agreement to share the cost of services provided by RAKI computers recycling
Mayor Pro Tem Russsell Bailey moved to approve of a memorandum of understanding between Madison County and the City of Madisonville for an agreement to share the cost of services provided by RAKI computers recycling. Seconded by Council member Jerry Harper with each Council member voting AYE motion carried
(G.) Discuss and possible approval of changes and additions to the Personnel Policy
Mayor Pro Tem Russell Bailey move to approve of changes and additions to the Personnel Policy Seconded by Council member Jerry Harper with each Council member voting AYE motion carried

    Chief Gilbert gave his report and mentioned to the council that now he is fully staff
  3. Code Enforcement Report
    Mayor Pro Tem Russell Bailey stated that he likes the code enforcement report that is very informative
  4. Fire Department Report
    Chief Thom Jones gave his report and also mentioned to the council about purchasing another truck in the next couple of years
  5. Public Works Department Report
    Kevin Story gave his report
  6. Convention and Tourism Report
  7. City Manager Report and Investment Report and Strategic Planning
  8. Tax Collection Report for the City of Madisonville
    City Council went over briefly of all the reports
  9. Future Agenda Items
    Council member Harper wants to talk about Code Enforcement and have Don Grooms present

    Council member Jerry Harper moved to adjourn the meeting at 6:42 p.m. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried
