All consent agenda items are considered to be routine by the City Council and
will be enacted by a motion. There will be no separate discussion on these
items unless a Council Member requests, an item be removed and considered
separately
(A.) Consider approval of the minutes as written for August 14, August 15, 2019
and August 21, 2019
(B.) Consider approval of Accounts Payable as written for the previous Month
(C.) Review and possible approval of an Emergency Management Plan for
Madison County, Madisonville and Midway Texas
(D.) Review and possible approval of an Ordinance of the City Council of the
City of Madisonville, Texas, approving a negotiated settlement between the
Atmos Cities Steering Committee (“ACSC”) and Atmos Energy Corp., Mid-
Tex Division regarding the company’s 2019 rate review mechanism filing;
declaring existing rates to be unreasonable; adopting tariffs that reflect rate
adjustments consistent with the negotiated.

(E.) Review and possible approval of a Temporary Water Line Agreement with
MD America Entergy.
(F.) Review and possible approval of a Resolution #104-2019 for runway
improvements to the Madisonville Municipal Airport.
(G.) Review and possible approval of an Ordinance 826 amending the charges
for water and sewer services provided by the City of Madisonville.
(H.) Review and possible approval of an Ordinance 827 amending the charges
for Pavilion rental and deposit, Lakehouse rental and deposit, Kimbro center
rental and deposit fees.
(I.) Review and possible approval of an Ordinance 820-A providing that
Ordinance #480,642,642A, 642B and 820 be amended relating to roofs
and foundations in the Residential construction for building activities.
(J.) Discussion on residential ditches and possible approval for a plan to address
them
VI. CLOSED EXECUTIVE SESSION: for possible action resulting from items
discussed in executive session. The City Council for the City of
Madisonville reserves the right to adjourn into executive session at any
time during the course of this meeting to discuss any of the matters listed
above, as authorized by Texas Government Code Sections 551.071
