The Madisonville City Council met in a regular council meeting on October 15, 2019  at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

I. Mayor Bill Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Mayor Pro Tem Russell Bailey
III. Herbert Gilbert led the Pledge of Allegiance to the American Flag and the Texas Flag with Mayor Bill Parten and City Council, staff members and visitors
IV.       VISITORS FORUM (3 MINUTES) No one
V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for September 6, 2019 and September 9, 2019

Councilmember Lois Brown moved to approve the minutes as written. Seconded by Jessie Jaenicke with each Councilmember voting AYE motion carried 

The Madisonville FFA Issue Team gave their presentation

 (B.) Approval of Accounts Payable as written for the previous month

Mayor Pro Tem Russell Bailey moved to approve the Accounts Payable as written. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

 (C. ) Review and possible approval of a memorandum of understanding with Madison County  and The City of Madisonville pertaining to The Madisonville Fire Department

Councilmember Lois Brown moved to approve a memorandum of          understanding with Madison County and the City of Madisonville pertaining to the Madisonville Fire Department.

(D.) Review and possible approval of an Ordinance 828 to protect the public health and promote the public welfare of the City of Madisonville, Texas by establishing a policy for billing practices to insure correct and accurate billing procedures and policies for customers/users responsibilities for notice of termination of water, sewer and /or trash collection services and other utilities provided by the City of Madisonville.

(E.) Review and possible approval of an Ordinance 829 adopting and enacting a new code for the City of Madisonville, Texas; providing for the repeal of certain Ordinances not included therein, providing a penalty for the violation thereof; providing for the manner of amending such code; and providing when such code and this Ordinance shall become effective.

Seconded by Mayor  Pro Tem Russell with each Councilmember voting AYE motion carried.

(F.) Consider and appoint a Councilmember to the Fireman’s retirement board

Mayor Pro Tem Russell Bailey moved to appoint Councilmember Chris McGilbra to the Fireman’s retirement board. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried.

(G.) Review and possible approval of sale struck off property to Lloyd Lewis II in         the amount of $500.00

Councilmember Lois Brown moved to approve of a sale struck off property to Lloyd Lewis II in the amount $500.00. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried

(H.) Review and possible approval of sale struck off property to Cody Burns in the amount of $600.00

 Councilmember Lois Brown moved to approve of a sale struck off property to Cody Burns in the amount of $600.00. Seconded Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.

(J.) Introduction of the 2019-2020 Junior City Council

Mrs. Risinger introduced the 2019-2020 Junior City Council to the City Council.

(K.) Discuss and possible approval of the AE proposal for Patterson Architects to provide Architectural and Engineering Services for the design of the renovation for the Police Department.

Mayor Pro Tem Russell Bailey moved to approve of the AE proposal for Patterson Architects to provide Architectural and Engineering Services for the design of the renovation for the Police Department. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried

VII. Adjournment:

Councilmember Lois Brown moved to adjourn the meeting at 6:51p.m. Seconded by Mayor  Pro Tem Russell Bailey with each Council member voting AYE motion carried
