The Madisonville City Council met in a regular council meeting on December 9, 2019 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

I. Mayor Bill Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Mayor Pro Tem Russell Bailey
III. Herbert Gilbert led the Pledge of Allegiance to the American Flag and the Texas Flag with Mayor Bill Parten and City Council, staff members and visitors
IV.       VISITORS FORUM (3 MINUTES) No one
V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for November 12, 2019 Councilmember Lois Brown moved to approve the minutes as written. Seconded by    Jessie Jaenicke with each Councilmember voting AYE motion carried 

 (B.) Approval of Accounts Payable as written for the previous month
Mayor Pro Tem Russell Bailey moved to approve the Accounts Payable as written. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.

 (C. ) Presentation by financial advisor and architect to discuss Police          Department project and proposed Tax & Revenue Certificates of          Obligation, Series 2020.
Ben Rosenberg, Financial Advisor, and Fred Patterson, Architect, briefly explain the project for the Police Department and the proposed tax & revenue Certificates of Obligation, serried 2020.

 (D.) Consideration and possible action to approve an Ordinance 830      and approving publication of Notice of Intention to issue City of Madisonville, Texas Tax & Revenue certificates of Obligation, Series 2020 (The “Certificates”) in a maximum principal amount not to exceed $1,250,000;Authorizing the Mayor, City Manager, City Clerk City Staff,City Financial Advisors,Legal Counsel and Bond Counsel to take all actions deemed necessary in connection with the issuance and sale of such Certificates; and providing an effective date.
Councilmember Chris McGilbra moved to approve an Ordinance 830 and   approving publication of Notice of Intention to issue City of Madisonville, Texas Tax & Revenue certificates of obligation, Series 2020 Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.

(E.) Consideration and possible action to approve on a Resolution 107-2019 expressing official intent to reimburse with Tax-Exempt Obligation Proceeds for costs Associated with Contractual Obligations and improvements to Public Buildings and Facilities.
Mayor Pro Tem Russell Bailey moved to approve Resolution 107-2019 expressing official intent to reimburse with Tax-Exempt Obligation Proceeds for costs associated with contractual obligation and improvements. Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.

(F.) Consideration and possible action to approve a Resolution by the City Council of the City of Madisonville, Texas requesting Financial Assistance from the Texas Water Development Board; Authorizing the filing of an application for assistance; and making Certain findings in connection therewith. 
Ben Rosenberg spoke about the Texas Water Development Board, which        provides low- interest loans to municipalities in regards to water and sewer.  Councilmember Lois Brown moved to approve a Resolution requesting Financial Assistance from the Texas Water Development Board; authorizing the filing of an application. Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.

(G.) Consideration and possible action to approve engagement letter with Germer PLLC.
Mayor Pro Tem Russell Bailey moved to approve engagement letter with        Germer PLLC. Seconded by Councilmember Lois Brown with each         Councilmember voting AYE motion carried

(H.) Review and possible approval of an Intergovernmental Agreement between the City of Madisonville and Madison County.       Councilmember Lois Brown moved to approve on Intergovernmental        Agreement between the City of Madisonville and Madison County. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE     motion carried.

(I.) Review and possible approval of a Resolution of the City of Madisonville authorizing application for the purpose of participating in the Local Park Grant Program.
Councilmember Lois Brown moved to approve a Resolution of the City of    Madisonville authorizing application for the purpose of participating in      the Local Park Grant Program. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.

(J.) Review and possible action on casting votes for CAD Board of Directors 2019-2020.
Mayor Pro Tem Russell Bailey moved on casting votes for CAD Board of Director 2019-2020 equally. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

(K.) Review and possible consideration waiving the 2019 property taxes in the amount of $293.15  for the Madison County Economic Development.
Councilmember Chris McGilbra moved to consider waiving the 2019 property taxes in the amount of $293.15 for the Madison County Economic Development. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried

(L.) Review and possible approval of a Resolution106-2019 of State Highway Loop (SL) 1853 Madison County.
Councilmember Brady Taylor moved to approve a Resolution 106-2019 of      State Highway Loop (SL) 1853 Madison County. Seconded by Councilmember Chris McGilbra.  Four (4) approved Brady Taylor, Chris McGilbra, Lois Brown and Russell Bailey. Jessie Jaenicke abstained.  Motion carried.

Mayor Parten thank Jessie Jaenicke, Judge Leago, Liz Ward, Donna Cuevas, and Laura Lawrenz for all the hard work they put in to the Christmas Parade.

      City Council went over briefly of all the reports
