The Madisonville City Council met in a regular council meeting on February 10, 2020  at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

I. Mayor Pro Tem Russell Bailey called the meeting to order at 6:00 p.m.

II. Invocation was given by Mayor Pro Tem Russell Bailey

III. Chief Herbert Gilbert led the Pledge of Allegiance to the American Flag and  the Texas Flag with Mayor Pro Tem Russell Bailey and City Council, staff members and visitors

IV.       VISITORS FORUM (3 MINUTES) Chief Gilbert introduced Officer James Hill to the City Council and Staff.  Sergio Sanchez, who resides at 1007 N. May spoke about the  lights at soccer fields. Mayor Parten mention that the City is working on future grants and looking forward in working together.

V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for January 13, 2020

Mayor Pro Tem Russell Bailey moved to approve the minutes as written. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried 

 (B.) Approval of Accounts Payable as written for the previous month

Couciimember Chris McGilbra moved to approve the Accounts Payable as written. Seconded by Councilmember Llois Brown with each Councilmember voting AYE motion carried.

 (C.) Discuss, consider and adopt Resolution to designate authorized signatures for the 2016 Flood Allocation CDBG Disaster Recovery program contact 19-076-051-B704.

Mayor Pro Tem Russell Bailey moved to adopt Resolution to designate         authorized signatures for the 2016 flood allocation CDBG Disaster Recovery  program. Seconded by Councilmember Jessie Jaenicke with each         Councilmember voting AYE motion carried.

 (D.)  Discuss, consider and approve a Resolution adopting required CDBG-DR Civil Rights policies.

 Mayor Pro Tem Russell Bailey moved to approve a Resolution adopting         required CDBG-DR Civil Rights policies. Seconded by Councilmember          Chris McGilbra with each Councilmember voting AYE motion carried.

 (E.)  Proclaim April as Fair Housing Month: This proclamation will help to fulfill Fair Housing activity obligations as required by the grant.

Councilmember Lois Brown moved to proclaim April as Fair Housing Month.  Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.

(F.)  A Resolution 109-2020 authorizing continued participation with the Atmos Cities Steering Committee; and authorizing the payment of five cents per capita to the Atmos Cities Steering Committee to fund regulatory and  related activities related to Atmos Energy Corporation.

Councilmember Lois Brown moved to approved Resolution 109-2020 authorizing  contined participation with the Atmos Cities Steering Committee,  and authorizing the payment of five cents per capita to the Atmos Cities Steering Committee to fund regulatatory and related activities related to Atmos Energy Corporation.

(G.) Discuss, consider and approve a Resolution 108-2020 CMS Senior     Housing, LP has proposed to acquire and substantially rehabilitate an   affordable rental housing development.

Mayor Pro Tem Russell Bailey moved to approve a Resolution 108-2020 CMS Senior Housing, LP has proposed to acquire and substantially rehabilitate an affordable rental housing development.                                     

(H.) Discuss and consider approving a letter to confirm the contribution of development funding by the City of Madisonville for the Madisonville Estates development.

Mayor Pro Tem Russsell Bailey moved to approve a letter to confirm the       contribution of development funding by the City of Madisonville for the       Madisonville Estates development. Seconded by Councilmember Chris      McGilbra with each Councilmember voting AYE motion carried.

(I.)    Discussion and possible approval on the rate increase with Solid Waste Collections and Disposal Services.

Councilmember Brandy Taylor  moved to approve on the rate increase with Solid Waste Collections and Disposal Services. Seconded by Mayor Pro Tem   Russell Bailey with each Councilmember voting AYE motion carried.

VII. Adjournment:
