MINUTES
The Madisonville City Council met in a regular council meeting on June 8, 2020 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

I. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Dr. Collins
III. Chief Herbert Gilbert led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council, staff members and visitors
IV. VISITORS FORUM (3 MINUTES) April Ford spoke to the City Council about a permit for a peaceful walk on June 20, 2020 at 9:00 a.m. starting at the Courthouse and ending at the Juneteenth Club. Chief Gilbert introduce Detective Cunningham for his outstanding 100 Club Heroes Award and also introduce Max Wilson announcing his promotion to Sergeant. Charlie and Lori Sims who reside at 412 Bogan St. addressed concerns about the lack of paving on their street and no street sign.
V. CONSENT AGENDA
All consent agenda items are considered to be routine by the City Council and will be enacted by a motion. There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.
(A.) Approval of the minutes as written for April 13, 2020
Mayor Pro Tem Russell Bailey moved to approve the minutes as written Seconded by Councilmember Jessie Jaenicke with each Councilmember Voting AYE motion carried.
(B.) Approval of Accounts Payable as written for the previous month
Councilmember Chris McGilbra moved to approve the Accounts Payable as written. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.
(C.) Discuss and consider awarding Phase I environmental services contract for the Madisonville 2016 Flood Project #19-076-051-B704.
Mayor Pro Tem Russell Bailey moved to award Phase I environmental services for the Madisonville 2016 Flood Project #19-076-051-B704 to Phase Engineering. Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.
(D.) Discuss and consider designating an administration service provider for the 2020 Community Development-MIT Program application and project implementation administered through the Texas General Land Office.
Councilmember Lois Brown moved to designate GrantWorks for the 2020 Community Development-MIT Program application and project implementation. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried.
(E.) Discuss and possible approval permitted fees for gaming machines.
Chief Gilbert spoke to the City Council about the regulations of the gaming machines. Mayor Pro Tem Russell Bailey moved to approve the permitted fee of $15.00 per machine. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.
(F.) Review and possible consideration waiving the 2020 property taxes in the amount of $331.26 for the Madison County Economic Development.
Councilmember Lois Brown moved to waive the 2020 property taxes in the amount of $331.26 for the Madison County Economic Development. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.
(G.) Discuss and possible approval of extension of Disaster Resolution for another 30 days.
Councilmember Lois Brown moved on the approval of extension of Disaster Resolution for another 30 days. Seconded Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.

Kevin Story, Director of Public Works expressed to the Council how his job has tripled since Mitch Puckett has been out sick. He also mentioned to the Council that he is waiting for parts to finished the splashpad which opens June 16, 2020. Kevin also expressed to the Council about the 14 heroes he has in the back. He stated that during lockdown all the employees showed up to work and never missed a day of work during COVID-19.
