REGULAR CITY COUNCIL MEETING

November 9, 2020

MINUTES

The Madisonville City Council met in a regular council meeting on November 9, 2020  at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:
William (Bill) Parten-Mayor
Russell Bailey-Mayor Pro Tem
Chris McGilbra-Council Member-absent
Brady Taylor-Council Member
Lois Brown-Council Member
Jessie Jaenicke-Council Member
Camilla Viator- City Manager
Rosa Barrera- City Secretary

  1. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
  2. Invocation was given by Councilmember Lois Brown
  3. Chief Herbert Gilbert led the Pledge of Allegiance to the American Flag and  the Texas Flag with City Council, staff members and visitors
  4. VISITORS FORUM (3 MINUTES) Chief Gilbert introduce William Goodwin as the new Sergeant for the Police Department. Chief Gilbert mentioned to the Council that Srgt. Goodwin has 30 years of experience.
  5. CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for October 13, 2020

    Mayor Pro Tem Russell Bailey moved to approve the minutes as written. Seconded by Councilmember Jessie Jaenicke with each Councilmember Voting AYE motion carried. 

(B.) Approval of Accounts Payable as written for the previous month

         Councilmember Lois Brown moved to approve the Accounts Payable as written. Seconded by Councilmember Brady Taylor witheach Councilmember voting AYE motion carried.

(C.) Review and possible consideration waiving the 2020 property taxes in the amount of $48.08 for the Madison County Economic Development.

         Councilmember Jessie Jaenicke moved to approve waiving the 2020 property taxes in the amount of $48.08 for the Madison County Economic Developmemt.   Seconded by Councilmember Lois Brown with each Councilmember voting  AYE motion carried.

 (D.) Review and possible approval of an Ordinance 840 of the City of Madisonville, Texas providing for Registration and Inspection of Residential  Rental properties within the City.

        Don Grooms, briefly spoke to the Council about an Ordinance regarding Registration and inspection for rental properties within the City. after discussion City Council  directed staff to have the City Attorney looked over  the Ordinance and bring it back next month. Councilmember Jessie Jaenicke moved to table this item. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting  AYE motion carried.

(E.) Review and possible approval of Ordinance 642 by adding section 34.52 illegal signs to the City.

       Don Grooms and Chief Gilbert spoke to Council about adding a section concerning illegal signs in the City Ordinance. Council had several concerns about certain locations in the city limits about signs. Council directed staff to have the City Attorney look over the Ordinance and bring back next month. Councilmember Jessie Jaenicke moved to table this item. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion Carried.

(F.) Discuss and possible approval of extension of Disaster Resolution for another 30 days.

        Councilmember Jessie Jaenicke moved to approve the Disaster Resolution Extension for another 30 days. Seconded by Mayor Pro Tem Russell BaileyWith each Councilmember voting AYE motion carried.

VII. Adjournment:

Councilmember Jessie Jaenicke  moved to adjourn the meeting at 6:41 p.m. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.
