REGULAR CITY COUNCIL MEETING

January 11, 2021

MINUTES

The Madisonville City Council met in a regular council meeting on January 11, 202 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

William (Bill) Parten-Mayor

Russell Bailey-Mayor Pro Tem

Chris McGilbra-Council Member

Brady Taylor-Council Member

Jessie Jaenicke-Council Member

Camilla Viator- City Manager

Rosa Barrera- City Secretary

  1. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
  2. Invocation was given by Mayor Pro Tem Russell Bailey
  3. Chief Herbert Gilbert led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council, staff members and visitors

  V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for December 14, 2020

Councilmember Lois Brown moved to approve the minutes as written. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried. 

(B.) Approval of Accounts Payable as written for the previous month

Councilmember Chris McGilbra moved to approve the AccountsPayable as written. Seconded by Councilmember Lois Brown witheach Councilmember voting AYE motion carried.

(C.) Consider and possible approval of moving forward with the Waste Water Treatment Plant’s Improvements.

 (D.) Presentation by financial advisor/bond counsel on proposed Combination Tax & Revenue Certificates of Obligation, Series 2021.

 (E.) Consideration and possible action to approve an Ordinance 840 Authorizing and approving Publication of notice of intention to issue City of Madisonville, Texas combination Tax & Revenue Certificates of Obligation, Series 2021 (The “Certificates”) in a Maximum principal amount not to exceed $2,975,000; Authorizing the Mayor, City Manager, City Clerk, City Staff, City Financial Advisors, Legal Counsel and Bond Counsel to take all actions deemed necessary in connection with the issuance and sale of such Certificates; and providing an effective date.

(F.) Consideration and possible action to approve a Resolution 119-2021 expressing official intent to reimburse with Tax-Exempt Obligation proceeds for costs associated with contractual obligations and improvements to public works and facilities.

City Council tabled all the above items until January 19, 2021 for a SpecialCalled meeting. Motion was made by Mayor Pro Tem Russell Bailey. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

(G.) Discuss, consider and adopt a Resolution 120-2021 to designate authorized signatures for the 2020 Texas CDBG program contract 7220281.

Mayor Pro Tem Russell Bailey moved to adopt Resolution 120-2021 to designate authorized signatures for the 2020 Texas CDBG program contract 7220281. Seconded by Councilmember Chris McGilbra. With each Councilmember voting AYE motion carried.

(H.) Discuss, consider and approve a Resolution 121-2021 adopting required CDBG Civil Rights policies.

Councilmember Chris McGilbra moved to approve Resolution 121-2021 adopting required CDBG Civil Rights policies. Seconded Mayor Pro TemRussell Bailey. With each Councilmember voting AYE motion carried.

 (I.)   Consideration and possible approval of Proclamation naming April as Fair Housing Month.

Councilmember Lois Brown moved to approve of Proclamation naming Aprilas Fair Housing Month. Seconded by Councilmember Brady Taylor. With each Councilmember voting AYE motion carried.

 (J.)  Consider amending Ordinance 839 Coin Operated Machines to include Gambling Device, Amusement Redemption Machines means any Electronic, electromechanical or mechanical contrivance.

Don Grooms, briefly explained to the City Council about Ordinance 839.After discussion City Council decided to table this item for City Attorney to review. Motion was made by Councilmember Jessie Jaenicke. Seconded by Councilmember Brady Taylor. With each Councilmember voting AYE motion carried.

 (K.)  Discuss and possible approval of extension of Disaster Resolution for another 30 days.

Councilmember Jessie Jaenicke moved to approve the Disaster Resolution Extension for another 30 days. Seconded by Councilmember Lois Brown

With each Councilmember voting AYE motion carried.

  (L.)   Discuss and possible approval of the amended contract for the City Manager.

Mayor Pro Tem Russell Bailey moved to approve the amended contract fort he City Manager. Seconded by Councilmember Chris McGilbra. With each Councilmember voting AYE motion carried.

Councilmember Chris McGilbra moved to adjourn the meeting at 6:22 p.m. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.
