CITY COUNCIL HOLD SPECIAL CALLED MEETING

Public Hearing Meeting January 19, 2021

MINUTES

The Madisonville City Council met in a Special called meeting on January 19, 2021 at 6:00 P.M. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00p.m.

Meeting called to order with the following members present:

Camilla Viator- City Manager
Krystal Carroll-Director of Finance

Rosa Barrera-City Secretary

I.       Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.

II.        Invocation was given by Councilmember Brady Taylor

III.       Mayor Pro Tem Russell Bailey led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council and staff members.

IV.       Visitors Forum-none

 V.        CONSENT AGENDA

  (a.) Consider and possible approval of moving forward with the Waste Water Treatment Plant’s Improvements.

            Steve Jordan, mentioned to the City Council that this project has been in place since 2017. Steve Jordan who is the engineer for this project, addressed certain  needs for the Waste Water Treatment plant. Krystal Carroll, Finance Director spoke to the City Council about ways of bringing in the  revenue to pay for the Waste Water Treatment            Plan’s improvements.

  (b.)   Presentation by financial advisor/bond counsel on proposed Combination Tax & Revenue Certificates of Obligation, Series 2021.

           Ben Rosenberg, Financial Advisor briefly explain to the City Council the process on the proposed combination Tax & Revenue Certificates of Obligation, Series 2021.  Ben Rosenberg mentioned that there’s no action needed on item’s (a & b).

 ( c.)     Consideration and possible action to approve an Ordinance 840 Authorizing and approving Publication of notice of intention to issue City of Madisonville, Texas combination Tax & Revenue Certificates of Obligation, Series 2021 (The “Certificates”) in a Maximum principal amount not to exceed $2,975,000; Authorizing the Mayor, City Manager, City Clerk, City Staff, City Financial Advisors, Legal Counsel and Bond Counsel to take all actions deemed necessary in connection with the issuance and sale of such Certificates; and providing an effective date.

Seconded by Councilmember Brady Taylor. All Councilmembers voting AYE motion carried.

(d.)    Consideration and possible action to approve a Resolution 119-2021 expressing official intent to reimburse with Tax-Exempt Obligation proceeds for costs associated with contractual obligations and improvements to          public works and facilities.

           Councilmember Jessie Jaenicke moved to approve a Resolution 119-2021 expressing official  intent to reimburse with Tax-Exempt Obligation proceeds for costs associated with contractual obligations and improvements to public works and facilities. Seconded Councilmember Chris McGilbra with each Councilmember voting AYE motion carried

  CLOSED EXECUTIVE SESSION: for possible action resulting from items discussed in executive session.

     The City Council for the City of Madisonville reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney) 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.086 (Economic Development.)      

VI. ADJOURNMENT  

       Councilmember Jesse Jaenicke moved to adjourn the meeting at 6:42 p.m. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried
