MINUTES

The Madisonville City Council met in a regular council meeting on March 8, 2021 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

William (Bill) Parten-Mayor

Jessie Jaenicke-Council Member

Camilla Viator- City Manager

  1. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
  1. Invocation was given by Councilmember Brady Taylor
  1. Chief Herbert Gilbert led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council, staff members and visitors

         IV.       VISITORS FORUM (3 MINUTES) No one

         V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for February 8, 2021 and February 19, 2021       

    Councilmember Lois Brown moved to approve the minutes as written.

   Seconded by Mayor Pro Tem Russell Bailey with each Councilmember

   voting AYE motion carried. 

(B.) Approval of Accounts Payable as written for the previous month

         Mayor Pro Tem Russell Bailey moved to approve the Accounts

        Payable as written. Seconded by Councilmember Lois Brown with

        each Councilmember voting AYE motion carried.

  • Discuss HHW Solutions Services for household hazardous waste collections.

Dick Demiem, from HHW Solutions Services briefly explained the services that HHW Solutions would provide to the customers in the City of Madisonville.

Discussion only.

  • Discuss and consider dissolving the memorandum of agreement between the City of Madisonville and the Madisonville Housing Authority for the 2016 Community Development Block Grant Disaster Recovery Program Housing Assistance Contract #19-076-051-B704.

Councilmember Chris McGilbra moved to dissolve the agreement between the City of Madisonville and the Madisonville Housing Authority for the 2016 Community Development Block Grant Disaster Recovery Program Housing Assistance Contract #19-076-051-B704. Seconded by Councilmember Brady Taylor. With each Councilmember voting AYE motion carried.

  • Discuss and consider owning and operating affordable housing units constructed with funding from the General Land Office 2016 Community Development Block Grant Disaster Recovery Program Housing Assistance Contract #19-076-051-B704

Councilmember Chris McGilbra moved to approve owning and operating affordable housing units constructed with funding from the General Land Office 2016 Community Development Block Grant Disaster Recovery Program Housing Assistance Contract #19-076-051-B704. Seconded Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.

  • Discuss and possible approval of appointing Joyce Coleman as election

Judge and as alternate Judge Randy Musgrove for the City Election on

 May 1, 2021.

Mayor Pro Tem Russell Bailey moved to approve appointing Joyce Coleman as election Judge and as alternate Judge Randy Musgrove for the City Election on May 1, 2021. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

  • Discuss and possible approval for election workers compensation.

Councilmember Chris McGilbra moved for approval for election workers compensation.Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.

  • Discuss and set two dates that city hall will remain open for 12 hours for early voting.

Councilmember Lois Brown moved to set April 26 and April 27 for City Hall to remain open for 12 hours for early voting. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried.

  • Discuss and possible approval Ordinance No. 841 by the City Council of the City of Madisonville Texas, (or “City”) declining to approve the change in rates requested in Entergy Texas, Inc.’s (“ETI” or “Company”) Statement of Intent filed with the City on March 8, 2021.

Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.

  • Discussion on placing a stop sign on N. Madison

Bo Mitchell spoke about placing stop signs in the area of N. Madison

That will slow traffic down” he mention. Chief Gilbert mentioned that it would be good if two stop signs would be placed one on the corner of N. Madison and E Marietta and W. Park. Staff will work on an Ordinance and bring this item back to the next meeting for approval. Discussion only.

  • Discuss and possible approval of extension of the COVID-19

          Disaster Resolution for another 30 days.

Councilmember Jessie Jaenicke moved to approve the COVID-19 Disaster Resolution for another 30 days. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.

  • Discuss and possible approval of extension of The Winter Storm Disaster Resolution for another 30 days.

Councilmember Jessie Jaenicke moved to approve the Winter Storm Disaster Resolution for another 30 days. Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.

  • The City Council may enter into closed Executive Session to discuss the

          following matters.

Mayor Pro Tem Russell Bailey moved to go into closed Executive Session.

Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

  • Discuss a change in Job description 

Councilmember Jessie Jaenicke moved to go back into open session. Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.

RECONVENE TO OPEN SESSION:

  • Discuss a change in Job description  

Mayor Pro Tem Russell Bailey moved to change the job description from Deputy City Manager to an Assistant to the City Manager. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.

     Chief  mentioned to the Council that it has been a slow month.

     Kevin Story mentioned that everything in his department is working well. He expressed how his

     employees worked hard during the storm.

6. Convention and Tourism Report

7. City Manager Report and Investment Report 

8.  Tax Collection Report for the City of Madisonville

      City Council went over briefly of all the other reports

Mayor Pro Tem Russell Bailey presented a letter of resignation to the City Council  due to

his relocation outside the city limits.

Mayor Parten presented a plaque to Russell Bailey for the years served in the City Council.
