REGULAR CITY COUNCIL MEETING

April 12, 2021

MINUTES

The Madisonville City Council met in a regular council meeting on April 12, 2021

 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

William (Bill) Parten-Mayor

Russell Bailey-Mayor Pro Tem

Chris McGilbra-Council Member

Brady Taylor-Council Member

Jessie Jaenicke-Council Member

Camilla Viator- City Manager

Rosa Barrera- City Secretary

  1. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
  1. Invocation was given by Rev. Jim Jackson, First United Methodist Church
  1. Councilmember Jessie Jaenicke led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council, staff members and visitors
  1. VISITORS FORUM (3 MINUTES) Mr. Bennett briefly explain to the City

Council the report of the Lions Club Gun Show.

         V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for March 8, 2021 and March 16, 2021       

    Councilmember Jessie Jaenicke moved to approve the minutes as written.

   Seconded by Councilmember Lois Brown with each Councilmember

   voting AYE motion carried. 

(B.) Approval of Accounts Payable as written for the previous month

         Councilmember Chris McGilbra moved to approve the Accounts

        Payable as written. Seconded by Councilmember Lois Brown with

        each Councilmember voting AYE motion carried.

(C.)  Discuss and possible approval of an Ordinance 844 of the City of Madisonville,

         Texas directing the City Mayor to erect Four-Way Stop signs at Intersection of

         North Madison Street, West and East Park Street and Three-Way Stop at the

         Intersection of North Madison Street and East Marietta Street.

         Councilmember Jessie Jaenicke moved to approve of an Ordinance 844 of

         the City of Madisonville directing the City Mayor to erect Four-Way Stop signs

         at intersection of North Madison Street, West and East Park Street and Three-

         Way Stop at the Intersection of North Madison Street and East Marietta Street.

         Seconded by Councilmember Chris McGilbra with each Councilmember

         voting AYE motion carried.

(D.)  Discuss and possible approval of new water application forms.

        Councilmember Lois Brown moved to approve the new water application

        forms. Seconded by Councilmember Brady Taylor with each Councilmember

        voting AYE motion carried.

(E.) Discuss and possible approval of implementing a Permit Application for street

       excavation, alteration and utility construction.

       Councilmember Jessie Jaenicke moved of implementing a Permit

       Application for street excavation, alteration and utility construction.

       Seconded by Councilmember Chris McGilbra with each Councilmember

       voting AYE motion carried.

(F.) Discuss and possible approval of Waste Connections rate increase for trash

      pick up.

      Councilmember Chris McGilbra moved to approve of Waste Connections rate

      increase for trash pick up. Seconded by Councilmember Brady Taylor with

      each Councilmember voting AYE motion carried.

(G.) Discuss and possible approval of Budget amendments for Grant Projects.

        Councilmember Jessie Jaenicke moved to approve of Budget amendments

        for Grant Projects. Seconded by Councilmember Chris McGilbra with each

        Councilmember voting AYE motion carried.

(H.) Discuss and authorize the City Manager to issue requests for proposals for

       administrative services and requests for qualifications for professional services

       for the American Rescue Plan Act of 2021 if deemed necessary.

       Councilmember Lois Brown moved to authorize the City Manager to issue

       requests for proposals for administrative services and requests for qualifications

       for professional services for the American Rescue Plan Act of 2021 if deemed

       necessary. Seconded by Councilmember Chris McGilbra with each

       Councilmember voting AYE motion carried.

  • Discuss and possible approval of adjustments to municipal

      telecommunications right-of-way access line rates from $.79 to $.80 for

      residential, from $1.74 to $1.75 for non-residential and from $2.60 to 2.62 from

      point to point.

      Councilmember Lois Brown moved to approve the adjustments to municipal

      telecommunications right-of-way access line rates from $.79 to $.80 for

      residential, from $1.74 to 1.75 for non-residential and from $2.60 to 2.62 from

      point to point. Seconded by Councilmember Brady Taylor with each

      Councilmember voting AYE motion carried.

    (J.) Discussion on brush pickup around the City.

           City Council discussed the brush pickup around the City.

           After discussion, Council direct staff to study this item and bring it back for

           further discussion at a later date.

   (K.) Consider and take action to appoint a Mayor Pro Tem

           Councilmember Brady Taylor moved to nominate Chris McGilbra as

           the Mayor Pro Tem. No one opposed All Councilmembers voted AYE.

  • Discuss and possible approval of extension of the COVID-19

          Disaster Resolution for another 30 days.

          Councilmember Chris McGilbra moved to approve the COVID-19 Disaster

          Resolution for another 30 days. Seconded by Councilmember Jessie Jaenicke

          with each Councilmember voting AYE motion carried.

  • Discuss and possible approval of extension of The Winter Storm

          Disaster Resolution for another 30 days.

Councilmember Lois Brown moved to approve the Winter Storm Disaster Resolution for another 30 days. Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.

     Chief  mentioned about the tree that was planted in honor of Hector and also about a flag

     that was donated in honor of Hector as well.

8.  Tax Collection Report for the City of Madisonville

      City Council went over briefly of all the other reports

Mayor Parten presented a plaque to Councilmember Lois Brown for the years served in the  Madisonville City Council.

Councilmember Lois Brown  moved to adjourn the meeting at 6:47 p.m. Seconded by Councilmember Chris McGilbra with each Councilmember voting AYE motion carried.
