REGULAR CITY COUNCIL MEETING

July 19, 2021

MINUTES

The Madisonville City Council met in a regular council meeting on July 19, 2021

at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

William (Bill) Parten-Mayor

Chris McGilbra-Mayor Pro Tem

Jessie Jaenicke-Council Member

Brady Taylor-Council Member

Terri Davis-Council Member

Melissa Hinojosa-Council Member

Art Rodriguez-City Attorney

Camilla Viator- City Manager

Rosa Barrera- City Secretary

  1. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
  1. Invocation was given by Pastor Ed Collins
  1. Chief Herbert Gilbert led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council, staff members and visitors
  1. VISITORS FORUM (3 MINUTES) Allen Schwind, from A&E Conservation spoke about the non-profit organization for veterans, active Military and First Responders. Pastor Ed Collins and Pastor Cindy Clark spoke about the Community Prayer Vigil. It will take place August 12, 2021 at the Kimbro Center. Heather Lowery president of Madisonville Little League spoke about several concerns she has with the city park.

         V.         CONSENT AGENDA

All consent agenda items are considered routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

(A.)  Consider approval of the minutes as written for June 14, 2021.

          Mayor Pro Tem Chris McGilbra moved to approve the minutes as written for

         June 14, 2021. Seconded by Councilmember Terri Davis. With each Councilmember

         voting AYE motion carried.

  • Consider approval of Accounts Payable as written for the previous Month.

Councilmember Brady Taylor moved to approve the Accounts Payables written. Seconded by Mayor Pro Tem Chris McGilbra with each Councilmember voting AYE motion carried.

  • Discuss and possible approval of changing section 11.7 Retirement in the Personnel Policy the amount from $200.00 to $100.00 recognition from the City.

Mayor Pro Tem Chris McGilbra moved to approve section 11.7 Retirement in the Personnel Policy to change the amount from $200.00 to $100.00. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried.

  • Discuss and possible approval to add Juneeteenth (June 19th) to the Personnel Policy on Section 8.3 Holidays.

Councilmember Terri Davis moved to approve adding  Juneeteenth (June 19th ) to the Personnel Policy on Section 8.3 Holidays. Seconded by Mayor Pro Tem Chris McGilbra

with each Councilmember voting Aye motion carried.

  • Discussion and possible approval of funding for City Council training.

Mayor Pro Tem Chris McGilbra moved on the approval of funding for City Council training. Seconded by Councilmember Brady Taylor with each Councilmemeber voting AYE motion carried.

  • Discuss and possible approval of a Resolution for the Federal Highway Bridge Rehabilitation and Replacement Program located on Trinity St. over Town Branch in the City of Madisonville.

Councilmember Brady Taylor moved to approve a Resolution for the Federal Highway Bridge Rehabilitation and Replacement Progrm located on Trinity St. over Town Branch in the City of Madisonville. Seconded by Councilmember Terri Davis. Three (3) approved BradyTaylor, Terri Davis and Melissa Hinojosa. Two (2) abstained Jessie Jaenicke and Chris McGilbra motion carried.

   (G.)    Discuss and possible approval of extension of the COVID-19

           Disaster Resolution for another 30 days.

Councilmember Jessie Jaenicke moved to approve the COVID-19 Disaster Resolution for another 30 days. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried

 (H.)     Discuss and possible approval of extension of The Winter Storm Disaster

 Resolution for another 30 days.

Councilmember Jessie Jaenicke moved to approve the Winter Storm Disaster Resolution for another 30 days. Seconded by Councilmember Terri Davis with each Councilmember voting AYE motion carried.

City Council went into closed Executive Session at 6:24 p.m. to discuss the following.

Discussion of plan and job requirements for the next City Manager due to the

upcoming retirement of the current City Manager.

RECONVENE TO OPEN SESSION:

City Council went back into Open Session at 7:11 p.m.

Discussion of plan and job requirements for the next City Manager due to the

upcoming retirement of the current City Manager.

Discussion only no action.

Mayor Pro Tem Chris McGilbra  moved to adjourn the meeting at 7:25 p.m. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried.
