MINUTES

The Madisonville City Council met in a regular council meeting on September 13, 2021

 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:

William (Bill) Parten-Mayor

Chris McGilbra-Mayor Pro Tem

Jessie Jaenicke-Council Member

Brady Taylor-Council Member

Terri Davis-Council Member

Melissa Hinojosa-Council Member

Camilla Viator- City Manager

Art Rodriguez-City Attorney

Rosa Barrera- City Secretary

  1. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
  1. Invocation was given by Councilmember Jessie Jaenicke
  1. Councilmember Brady Taylor led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council, staff members and visitors
  1. VISITORS FORUM (3 MINUTES) no one

         V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

  • Consider approval of the minutes as written for August 9, 2021 and August 30, 2021.

                  Mayor Pro Tem Chris McGilbra moved to approve the minutes as written for

                  August 9, 2021 and August 30, 2021. Seconded by Councilmember Melissa Hinojosa.

                  With each Councilmember  voting AYE motion carried.

  • Consider approval of Accounts Payable as written for the previous Month.

Councilmember Jessie Jaenicke moved to approve the Accounts Payables written. Seconded

 by Mayor Pro Tem Chris McGilbra with each Councilmember voting AYE motion carried.

  • Discuss and possible approval of the FY 2019-2020 Audit.

Kyle Heinemann briefly went over the Audit for the FY 2019-2020.

Councilmember Melissa Hinojosa moved to approve the Audit for 2019-2020. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.

  • Discuss and possible approval of the Bank Depository contract.

Councilmember Melissa Hinojosa moved to approve of the Bank Depository contract with Prosperity Bank. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.

  • Review and possible appointment of a candidate for Texas Municipal League Intergovernmental Risk Pool Board of Trustees Election.

Councilmember Terry Davis moved to appoint Paula Favors for Texas Municipal League Intergovenmental Risk Pool Board of Trustees Election. Seconded by Mayor Pro Tem Chris McGilbra with each Councilmember voting AYE motion carried.

  • Discuss and possible approval of Madison County Appraisal District Budget for the fiscal year 2021.

Councilmember Melissa Hinojosa moved to approve Madison County Appraisal District Budget for the fiscal Year 2021. Seconded by Councilmember Jessie Jaenicke with each Councilmember voting AYE motion carried.

  • Discuss and possible approval appointing Michael Cobb to the Planning & Zoning Board.

Councilmember Terri Davis moved to appoint Michael Cobb to the Planning & Zoning Board. Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried.

 (I.)    Discuss and possible approval of extension of the COVID-19

          Disaster Resolution for another 30 days.

         Councilmember Jessie Jaenicke moved to approve the COVID-19 Disaster

          Resolution for another 30 days. Seconded by Councilmember Brady Taylor

          with each Councilmember voting AYE motion carried.

VII. Adjournment:

Councilmember Jessie Jaenicke moved to adjourn the meeting at 6:20 p.m. Seconded by Councilmember Melissa Hinojosa with each Councilmember voting AYE motion carried.
