City Secretary Position

Job Title:  City Secretary

Job Description:  The City Secretary is appointed by City Council.  Under general administrative direction from the City Manager, responsible for preparation and dissemination of City Council meeting agendas and packets, attendance at Council meetings, keeping accurate minutes of the proceedings, and transcription and posting of the minutes and meeting notices. Handle publication of City notices, administer oaths of office, arrange municipal elections, maintain records of ordinances, resolutions, contracts, budget and other records; responds to open record requests.  Holds and maintains the seal. Oversees the appointment process of Boards and Commissions, attends their meetings, prepares their agenda and packets, and keeps accurate minutes of the proceedings and attendance. Prepares proclamations and assists Code Enforcement with the permit process. Updates Municode.  Oversees TABC permitting licenses. The position provides administrative support to the Mayor, City Council, Council Appointed Boards, and City Manager. Maintains records on all official business of the City Council.  It involves regular contact with the public that requires tact, confidentiality, and diplomacy.  Back-up support for utility and court payments. Performs additional duties as assigned.

Job Requirements:  Associate degree in Business Administration preferred but equivalent combination of education and experience may be substituted. Must have customer service/communications (internal and external) skills, file organization and management, computer skills including Microsoft Office, Excel spreadsheets, mathematical computation, report and letter preparation, and decision making within the scope of responsibility.  Ability to establish and maintain effective working relationships with City staff, City officials and the general public.

The successful candidate for the City Secretary should be self-motivated; have an appreciation for accuracy, customer service, and detail; and be able to work independently.  Bi-lingual is preferred.
