The Madisonville City Council met in a Special called meeting Workshop on July 30, 2018 at 6:00 P.M. at 210 W. Cottonwood, Madisonville, Texas

1. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Mayor Pro Tem Russell Bailey
III. Chris McGilbra led the Pledge of Allegiance to the American Flag and the Texas Flag with City Council and staff members

V. CONSENT AGENDA
(A.) Discussion and possible approval of implementing Stage 1 of the Drought Contingency Plan
Kevin Story, Director of Finance mentioned to the Council that water customers are requested to voluntarily limit the irrigation of landscaped areas to an every other day watering schedule. In that customers with a street address ending in an even number (0, 2, 4, 6 and 8) being allowed to irrigate landscape only on calendar dates that are even numbers. While customers with a street address ending in an odd number (1, 3, 5, 7 and 9) are allowed to irrigate landscape only on calendar dates that are odd numbers. Except that no irrigation of landscapes shall be allowed during the hours of 10:00 a.m. to 7:00 p.m. on designated watering days. Kevin Story also mentioned that he will be closing the splash pad Monday, Tuesday, Wednesday, Thursday and will re-open on Friday, Saturday and Sunday.
Mayor Pro Tem Russell Bailey moved of approving implementing Stage 1 of the drought contingency plan. Seconded by Council member Chris McGilbra with all Council members voting AYE motion carried
(B.) Discussion and possible appointment to the evaluation team for the 2019- 2020 CBDG Grant.

(C.) Discuss and consider approving Ordinance 723-B of the City of Madisonville establishing a curfew for certain juveniles; providing for definitions; providing for exceptions; providing for enforcement; providing for penalties; providing for severability; providing a savings clause; providing for effective date.
City Council had questions about the age on the curfew ordinance. They asked Chief Gilbert to look into this and bring it back. Motion was made by Council member Lois Brown to postpone this Ordinance until next meeting. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried

Council went over General Fund Administrator, Police, Animal Control, Code Enforcement, Airport, Fire, Municipal Court, Park and Street Departments.
