The Madisonville City Council met in a regular council meeting on September 10, 2018 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

I. Mayor Bill Parten called the meeting to order at 6:00 p.m.
II. Invocation was given by Councilmember Dale Kovacs
III. Mayor Pro Tem Russell Bailey led the Pledge of Allegiance to the American Flag and the Texas Flag with Mayor Bill Parten and City
Council, staff members and visitors

V. CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion. There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

(A.) Approval of the minutes as written for August 13, 2018, August 23, 2018, August 28, 2018 and September 6, 2018
Mayor Pro Tem Russell Bailey moved to approve the minutes as written. Seconded by Council member Lois Brown with each Council member voted AYE motion carried
(B.) Approval of Accounts Payable as written for the previous month
Council member Lois Brown moved to approve the Accounts Payable as written. Seconded by Council member Jerry Harper with each Council member voting AYE motion carried
(C.) Discussion on a new house for Reginal and Rhonda Parrish
The Mayor and the City Manager resolve the concerns with Mr. and Mrs. Parrish before the meeting
(D.) Consider and approve Resolution 94-2018 authorizing submission of the 2016 Community Development Block Grant Disaster Recover (CDBG-DR) Application to the Texas General Land Office housing improvements
Mirenda Harris with Grant Works spoke to the Council about the application to The Texas General Land Office housing improvements. Motion was made by Mayor Pro Tem to approve Resolution 94-2018 authorizing the submission of the 2016 Community Development Block Grant Disaster Recover Application. Seconded by Council member Lois Brown with each Council member voting AYE motion carried
(E.) Consider and adopt Citizen Participation Plan for the City of Madisonville (GLO)
Council member Lois Brown moved to adopt Citizen Participation Plan for the City of Madisonville (GLO). Seconded by Council member Dale Kovacs with each Council member voting AYE motion carried
(F.) Consider and adopt Procurement Policy made with Federal Funds
Council member Jerry Harper moved to adopt Procurement Policy made with Federal Funds. Seconded by Council member Dale Kovacs with each Council member voting AYE motion carried
(G.) Discuss, consider and adopt Resolution 95-2018 designating engineering service provider to complete application and project related engineering services for the Texas Department of Agriculture’s 2019-2020 Texas Community Development Block Grants funding
Council member Dale Kovacs moved to adopt Resolution 95-2018 designating Schaumburg & Polk Engineering to complete application and project related to the Texas Department of Agriculture Community Development Block Grant funding 2019-2020. Seconded by Council member Chris McGilbra with each Council member voting AYE motion carried
(H.) Consider and adopt Citizen Participation Plan for the City of Madisonville (TDA)
Mayor Pro Tem Russell Bailey moved to adopt Citizen Participation Plan for the City of Madisonville (TDA). Seconded by Jerry Harper with each Council member voting AYE motion carried
(i.) Review and possible approval of Resolution 93-2018 approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corp., Mid-Tex Division Regarding the Company’s 2018 rate review Mechanism filings; declaring existing rates to be unreasonable;
Council member Jerry Harper moved to approve Resolution 93-2018 approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corp. Seconded by Council member Dale Kovacs with each Council member voting AYE motion carried
(J.) Review and possible appoint a candidate for Texas Municipal League Intergovernmental Risk Pool Board of Trustees Election
City Council appointed candidate Jose Sanchez for Texas Municipal League Intergovernmental Risk Pool Board of Trustees Election
(K.) Review and possible appoint a nominee for TML Multistate Intergovernmental Employee Benefits Pool Members of Region 14
City Council appointed candidate Randy Criswell for TML Multistate Intergovernmental Employee Benefits Pool Members of Region 14
(L.) Discuss and possible approval of charging water and electricity for Water Slides at the City Park
Council discussed this item. After the discussion Mayor Pro Tem Russell Bailey moved to charge $25.00 for water and $25.00 for electricity. Seconded by Council member Dale Kovacs with each Council member voting AYE motion carried
(M.) Review and possible approval of a Memorandum of understanding with Madison County and the City of Madisonville pertaining to the Madisonville Fire Department
Council member Chris McGilbra moved to approve of a Memorandum of Understanding between Madison County and the City of Madisonville pertaining to the Madisonville Fire Department. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried
(N.) Discuss and possible approval of the Bank Depository contract award
Council member Lois Brown moved to award the contract to Prosperity Bank as the Bank Depository. Seconded by Mayor Pro Tem Russell Bailey with each Council member voting AYE motion carried
(O.) Review and consider Resolution 96-2018 the Investment Policy of the City of Madisonville
Council member Jerry Harper moved to approve Resolution 96-2018 for the Investment Policy of the City of Madisonville. Seconded by Council member Lois Brown with each Council member voting AYE motion carried
