All consent agenda items are considered to be routine by the City Council and will be enacted by a motion. There will be no separate discussion on these items unless a Council Member requests, an item be removed and considered separately
(A.) Consider approval of the minutes as written for February 10, 2020 and February 25, 2020
(B.) Consider approval of Accounts Payable as written for the previous Month.
(C.) Presentation by U.S. Capital Advisors LLC, financial advisor to the City as to Tax & Revenue Certificates of Obligation, Series 2020 (the “Certificates”).
(D.) Consideration and possible action to award sale of Certificates to selected winning bidder under terms and conditions approved by the City.
(E.) Consideration and possible action to approve an Ordinance 830 authorizing the issuance of “City of Madisonville, Texas Tax & Revenue certificates of obligation series 2020”; Specifying the terms and features of said certificates; providing for the payment of said certificates of obligation by the levy of an AD Valorem tax upon all taxable property within the City; and a pledge of certain net revenues not to exceed $5,000.00 from the operation of the City’s waterworks and sewer system; and resolving other matters incident and relating to the issuance, payment, security, sale and delivery of said certificates, including the approval and execution of a paying Agent/Registrar agreement and a Certificate Placement Agreement; and providing an effective date.
(F.) Consideration and possible action to approve Certificate Placement Agreement and Investment Letter as to sale of Certificates
(G.) Consideration and possible action to authorize Mayor, Mayor Pro Tem, City Secretary, City Manager and/or other City officials to execute and deliver such certificates, agreements, affidavits, notices and documents as may be necessary to proceed with the issuance and sale of the Certificates and authorizing said Mayor, Mayor Pro Tem, City Secretary, City Manager and/or other City officials to take such action as may be necessary for the issuance and sale of said Certificates.
(H.) Discussion on soccer field lights
VI. CLOSED EXECUTIVE SESSION: for possible action resulting from items discussed in executive session. The City Council for the City of Madisonville reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney) 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.087 (Economic Development)
