 MINUTES

The Madisonville City Council met in a regular council meeting on August 10, 2020 at 6:00 p.m. at 210 W. Cottonwood, Madisonville, Texas

Meeting called to order at 6:00 p.m.

Meeting called to order with the following members present:
William (Bill) Parten-Mayor

Jessie Jaenicke-Council Member
Camilla Viator- City Manager
Krystal Carroll- Finance Director

I. Mayor William (Bill) Parten called the meeting to order at 6:00 p.m.

II. Invocation was given by Councilmember Chris McGilbra

III. Chief Herbert Gilbert led the Pledge of Allegiance to the American Flag and  the Texas Flag with City Council, staff members and visitors

IV.       VISITORS FORUM (3 MINUTES) Pastor Collins spoke about  the Leadership  Conference that took place July 25, 2020 at the Kimbro Center, and also about the Prayer Vigil that will take place August 13, 2020. Pastor Collins, Thanked the City Council for all the support.

V.         CONSENT AGENDA

All consent agenda items are considered to be routine by the City Council and will be enacted by a motion.  There will be no separate discussion on these items unless a Council Member so request, in which event the item will be removed from the Consent Agenda and considered in its normal position on the agenda.

 (A.) Approval of the minutes as written for July 13, 2020, July 20, 2020, July 27, 2020, and August 3, 2020.

    Councilmember Chris McGilbra moved to approve the minutes as written.    Seconded by  Councilmember Lois Brown with  each Councilmember Voting  AYE motion carried. 

 (B.) Approval of Accounts Payable as written for the previous month

         Mayor Pro Tem Russell Bailey moved to approve the Accounts        Payable as written. Seconded by Councilmember Brady Taylor with        each Councilmember voting AYE  motion carried.

(C.) Review and possible approval of the Audit for 2018-2019

        Dianne Sollock, from Davis Heinemann & Company briefly went over the Audit for 2018-2019. Mayor Pro Tem Russell Bailey moved to approve the Audit for  2018-2019. Seconded by Councilmember Lois Brown with each  Councilmember voting AYE motion carried.

(D.) Discuss and possible approval of depository contract extension with Prosperity Bank.

       Councilmember Chris McGilbra moved to extend the depository contract with  Prosperity Bank (1) one year from October 1, 2020 threw September 30, 2021.  Seconded by Councilmember Brady Taylor with each Councilmember voting AYE motion carried.

(E.) Consideration and possible action to approve Bond Counsel engagement with Germer PLLC for the proposed $3,965,000 Tax and Revenue Certificates of Obligation.

       Councilmember Lois Brown moved to approve Bond Counsel engagement with Germer PLLC for the proposed $3,965,000 Tax and Revenue Certificates of Obligation. Seconded by Mayor Pro Tem Russell Bailey with each  Councilmember voting AYE motion carried.

(F.) Consideration and possible action on engaging Schaumburg & Polk, Inc, for engineering services related to improvements to the City’s wastewater treatment plant and collection system.

       Steve Jordan, from Schaumburg & Polk briefly spoke about the services related to the wastewater treatment plant and collection system. Mayor Pro Tem Russell Bailey moved to approve the engineering services from Schaumburg & Polk for the  improvements to the City’s wastewater treatment plant and collection system. Seconded by Councilmember Chris McGilbra with each Councilmember voting  AYE motion carried.

(G.) Discuss and approve a proposed tax rate for the 2020-2021 Budget.

        Mayor Pro Tem Russell Bailey moved to approved a proposed tax rate of 3.5%  for the 2020-2021 Budget. Seconded by Councilmember Chris McGilbra (4) four  approved Russell Bailey, Chris McGilbra, Jessie Jaenicke and Brady Taylor. (1)  one  opposed Lois Brown motion carried.

(H.)  Discuss and possible approval of extension of Disaster Resolution for another 30 days.

        Councilmember Chris McGilbra moved to approve the  Disaster Resolution Extension  for another 30 days. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

(I.) The City Council may enter into closed Executive Session to discuss the  following matters:

        Mayor Pro Tem Russell Bailey moved to go into closed executive session at 6:31  p.m. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

  •  Discuss and possible action  on Real Estate Matters regarding to deliberate the Property located at 205 E. Wells St on  Real Property-Government Code 551.072

      RECONVENE TO OPEN SESSION:

  • Discuss and possible action concerning sale of the property located at 205 E. Wells St

Mayor Pro Tem Russell Bailey moved to go back into open session at 6:41 p.m. Seconded by Councilmember Lois Brown with each Councilmember voting AYE motion carried.

  • Discuss and possible action concerning sale of the property located at 205 E. Wells St

City Council directed the City Manager to list the property for seal bids

    Councilmember Jaenicke suggested to send an appreciation letter to James Stapleton for the insedent that happen on August 6, 2020 in the A.M. Chief Gilbert stated that 5 juveniles were caught.

      City Council went over briefly of all the other  reports

VII. Adjournment:

Councilmember Chris McGilbra moved to adjourn the meeting at 6:51 p.m. Seconded by Mayor Pro Tem Russell Bailey with each Councilmember voting AYE motion carried.
